Advantages and Disadvantages of the EODP`s Programme (NB/NM/NMED)

The Constitutional law for Education has been a very controversional law since it is a summary of decrees created before 1983, date when was published (remember that during that period we were under dictatorial government) and since it has the characteristic of ORGANIC LAW OF THE STATE is not simple to change it and even to make modifications; in fact; to change it, it would be necesary the majority of the approval in both chambers of the senate. So, since it is almost imposible to get a quick approval for its change, the only way that the government has been able to improve it is by introducing on it some modifications and incorporating some other new aspects.
Last year (2006) high school students from all over the country starred a revolution, went on a strike and the well known "LOCE" became very popular. What student wanted was to change it, they asked for some more benefits for them and for the first time in history they were concerned about the curriculum and some of them wanted changes on that. Therefore during the summer of 2007, The Education Ministry has been working on satisfaying the students demands and avoid that real revolution occured during the winter of 2006.
Some benefits of the new reform are:
_Pre-shool education it finally set and stablished as compulsory.
_It is stablished the attention to specific communities, in order to notice educative meeds that before were not considered.
_It explicits the concept of educative modality, asociated to the guarantee of the right of education. It is also mentioned the need for education for adults and the special education in order to consider new ways in a near future.
_It creates the National Council of Education; self-governing organization with legal personality and own wealth, which will be related to the President of the Republic through the Ministry of Education. It will have attributions over the scholar system and the system of superior education.
The state has the obligation to financiate all these new changes and the Ministry of Education will have the obligation to asure that all these new measures are in fact been carried on.

Some disadvantages are:
_Because of the "Organic Constitutional Law of Education" gave to technical schools the right to develop their own frameworks since 1983, the new modifications allowed to do the same to private and semi-private schools, which brought lots of differences between the students from public system and the private ones, because the last ones were oriented to only give good results in measuring tests (SIMCE for example) and reformed their own curriculum frameworks in order to be more updated according to medern times.This was confused and as in everywhere there are exceptions, some private schools just made big bussinesses from education, based on the results.
As a conclusion I see the big mistake that happened because there is no uniformity for frameworks and we can see the big difference between poverty and rich people not only because how they look, but what the results in education are, adn therefore life expectations that they may have beacause of that results.
